Farm Bureau at work California Farm Bureau’s government affairs team is at the Capitol, advocating for farmers, ranchers and agriculture’s future.

Member Damon Connolly, D- Marin, stated they could not support the bill and abstained due to the concerns expressed by the Farm Bureau regarding the lack of the bill’s coordination with groundwater sustainability agencies and the risk of permanently losing open spaces and productive agriculture lands. Both ex- pressed support for the Farm Bureau rec- ommendation that the bill be converted into a study or working group. To earn the support of Assembly Agriculture Committee Chair Esmeralda Soria, D-Merced, the bill’s author accept- ed committee amendments to narrow the bill. The committee stated its intent to limit the bill only to critically overdrafted basins and specific Central Valley counties, and to retain a cancellation fee in those counties but at a reduced rate. It also recommended mitigation measures due to land conver- sion from agriculture. Pesticides The California Farm Bureau opposed state legislation regarding pesticides that passed in policy committees last week. Assembly Bill 1963, by Assembly Member Laura Friedman, D-Burbank, would cancel use of Paraquat in the state effective January 2026. Farm Bureau has concerns because the bill bypasses the scientific review process that deter- mines if products need to be removed from the marketplace. AB 2113, by Assembly Member Eduardo Garcia, D-Coachella, has revised a trailer bill that would raise the mill tax, a fee on all pesticide sales. Farm Bureau argues the legislation would impose a financial bur- den on agriculture. Farm Bureau is opposing AB 1864, by Assembly Member Damon Connolly, D-Marin, because the measure restrict- ing pesticides near schools also contains notification requirements for nonre- stricted materials.

Land Use California Farm Bureau opposes state legislation that would allow landowners of Williamson Act land that lacks suffi- cient water for farming to cancel their contracts without paying a fee or waiting nine years if the land is used for wind or solar energy projects. Assembly Bill 2528, by state Assembly

Member Joaquin Arambula, D-Fresno, and sponsored by the Large Solar Association, narrowly passed in the Assembly Committee on Agriculture last week, with six aye votes and four abstentions. The Farm Bureau and the Rural County Representatives of California provided tes- timony opposing the bill. The California Alliance of Family Farmers opposed the

bill unless amended. Testimony in sup- port of the bill came from the Western Growers Association, California Citrus Mutual, Agricultural Council of California, California Association of Winegrape Growers, the Almond Alliance and other agriculture and labor groups.
