Sustainability grants available for farmers By Bob Johnson Hundreds of millions of dollars of state funds are available to help farmers adopt management practices that contrib- ute to enhancing sustainable farming practices that protect the environment. Farmers have shown interest in these new programs, which are intended to help them conserve water and energy, decrease greenhouse gas emissions, increase carbon sequestration and promote biodiversity. “These programs are consistently oversubscribed,” said Tessa Salzman, advocacy and organizing manager at the California Climate and Agriculture Network. CALCAN is a coalition of organic and sustainable farmers and ranchers that promotes farming conservation measures to help address climate-related challenges. This month, the group is sponsoring the seventh annual California Climate and Agriculture Summit, which will include a Nov. 13 tour of Yolo County farms and a Nov. 14 conference on the University of California, Davis, campus. Salzman was a featured lecturer in online courses that be- gan in October as part of the annual Sustainable Ag Expo and International Sustainable Winegrowing Summit sponsored by the Central Coast Vineyard Team in San Luis Obispo County. She spoke as part of a course titled “California’s Climate Smart Agriculture Grant Programs for Farmers.” The best known of these climate-smart grant opportunities is the state Department of Food and Agriculture’s Healthy Soils program. Since 2017, it has awarded $98 million in grants up to $100,000 to help farmers with 1,500 projects that reduce greenhouse gas emis- sions and increase soil carbon sequestration. This year, an additional $85 million in Healthy Soils funds should be available, according to Salzman. The money will help farmers with grants to finance increased use of compost and cover crops or to adopt minimal or no-tillage systems. The State Water Efficiency and Enhancement Program, or SWEEP, has awarded farmers $123 million in grants to support 1,100 projects, including installing more efficient irrigation systems or converting diesel pumps to electrical or solar power. Another $100 million should be available this year for SWEEP projects, which have a funding limit of $200,000. Healthy Soils and SWEEP grants require a 25% match by the farmer. The Sustainable Agricultural Lands Conservation Program has supported 170 projects to preserve agricultural land in 36 counties. The rationale behind this program is that keeping land in agriculture is an important way to combat climate change. One Yolo County study showed that conversion of farmland to devel- opment increases greenhouse gas emissions 100-fold. Part of the sustainable agriculture effort is tailored to help smaller dairies manage their manure in environmentally sound ways. The CALCAN newsletter includes up-to-date information on requirements and filing deadlines for the different grant programs available to finance environmentally beneficial ag- ricultural practices. A share of the conservation funding also goes to technical assistance providers who will be available to help farmers navigate the details of the various programs, assist in planning projects for funding requests and provide help in filling out the paperwork. The Climate and Agriculture Summit in Yolo County will feature 50 speakers in 15 workshops. Sessions include: build- ing a healthy, just and climate-resilient food and farm future; California’s big climate plans: What do they mean on the ground?; making the most of manure: shifting from waste to resource; and practical on-farm drought management strate- gies.
